Sorry, I missed this on my welcome post. Justin with Obsessive Detail (a site sponsor here) has a great product called Bug Blaster. I am not sure if it works on tar too, but you may want to send him a PM. His screen name on here is Juztang. His products are awesome!! He also might have some advice for getting the paint in good shape around the new/old badges.
