If you remove the stob tab as chris mentioned its just going to allow the arm to travel down that much further and allow a shorter belt to be installed. When the belt is on you want it to be nuetral between the two stops (if the one is off then nuetral between where it sat and the one remaining sits) too far to one side or another will tell you if the belt is too tight or lose.
