The only other thing I can think of then would be the cam. The shop and "most people" seem to think that is the problem, are you sure it isn't?

Low boost? Turn it up, but yes go to a new tuner. Just with the clutch problem you had with them makes me feel like they dont know Mustangs. Any Mustang shop would of got the clutch size right

Yeah, chances are, if you rule out all external possibilities -- it's an incorrect cam shaft, or incorrectly lined up (which is very easy). That exact reason of incorrectly lined up is why I won't be putting mine back together myself...I've heard horror stories with 2Vs, can't imagine how bad I could fubar it up with twice as many cams.
Fuel system is upgraded accordingly, along with MAF/intake?

The problem with degreeing the cam is that there is only so much you can do. The timing gears are not adjustable - I suspect that if the cams were not aligned properly you would have PTV contact.
I've installed cams many times - only once did I degree the cams, this was after I had issues to begin with, and it didn't make a whole lot of difference. I'm not saying it shouldn't be done, I'm just not sure that it would make that much of a difference. Do you know what your cam profile is? Maybe the cam itself is not appropriate for the application? I'm still thinking that the numbers may not be that out of wack, unless, your torque numbers are super low. Also - check your intake track for any signs of oil. I had a procharger and it puked oil all inside my intake - that in itself could cause problems.
